I found the same to be true when I needed a plumbing contractor. I called five or six different plumbing contractors in the city, before I found someone willing to come out to the country. A lot of people were willing to come out to the address, but they all wanted to charge a premium fee. It took a few phone calls before I found a plumbing contractor willing to do that for free.
